Linksys wrtp54g router with phone adapter?

when i plug in the linksys the power light blinks then illuminates, then after abt 5 - 10 secs the wireless light illuminates for abt 3 seconds, then all the 4 ethernet lights illuminate for 2 seconds, then all the lights (power, ethernet (4) and wireless) start blinking and the entire process repeats... any idea what the problem might be? i think it is a short circuit but cant get any confirmation... please help
