Skin hives or rashes?

I have a friend and she has had a rash on her upper body near her armpits and arms. The rash looks like alligator skin. Her tonsiles hurt as well. she has had this for three days now. She doesnt have a fever. She has not touched pioson ivy, or eaten anything out of the normal. Does anyone have an idea of what this might be?
