Right after 9/11, what government entity placed a temporary ban on radio stations playing songs about fire?

I remember in the days/ weeks after 9/11, various songs about fire were banned from the public airwaves, most notably 'Burning for You' by Blue Oyster Cult and 'Light My Fire' by the Doors. Artists were outraged about it saying that they were being unfairly and subjectively censored. I forget the agency who placed the ban.
